行为公共管理研究中的公共组织行为问题:最新代表性研究及探讨

摘要:

公共组织行为是行为公共管理学的重要组成部分,是组织行为研究在公共管理领域的"延拓"。本文选取近期在国际公共管理研究顶级期刊Public Administration Review和Public Management Review上发表的4篇学术论文分别加以介绍。4篇论文聚焦公共部门的变革支持、战略规划及工作满意度,使用"计划行为理论"和"自我决定理论"作为理论基础和研究框架,充分展示了行为公共管理学把来自心理学乃至行为科学的相关认识整合进公共管理学中的特点。本文从三个方面对4篇论文进行评介:研究问题与假设、研究方法与结果、研究贡献与局限。最后对行为公共管理学的公共组织行为研究进行小结和展望。

Abstract:

Public organizational behavior( POB) is an important part of the field of behavioral public administration( BPA), and it also is an extension of organizational behavior research in the field of public administration. This review introduces and comments on four articles recently published in Public Administration Review and Public Management Review, which are both premier journals in international public administration research. Topics in the selected articles include employees. changing support for public administration, job satisfaction in the public sector, and politicians. use of strategic planning in public organizations. The selected articles, taking the “ theory of planned behavior,” or “self-determination theory,” as the theoretical basis and research framework, fully reflect the characteristic of BPA that integrates insights from psychology and behavioral science into public administration. This article introduces the research questions and hypotheses, methods and findings, and contributions and limitations of the four studies. Finally, this article summarizes and discusses the prospects for future Chinese POB research in the field of BPA.
