上海交通大学国际与公共事务学院;
干事创业和担当作为是党和国家对广大干部提出的工作要求和期望。论文基于社会学习理论,从公共服务动机的视角探究基层公务员变革担当行为的形成机理。通过对38组257名基层公务员进行多时点问卷调查,多水平分析结果显示:公共服务动机存在涓滴效应,即领导的公共服务动机可以显著影响员工的公共服务动机;员工的公共服务动机可以正向预测其变革担当行为;员工的公共服务动机在领导的公共服务动机和员工的变革担当行为之间发挥着中介作用;授权型领导在员工的公共服务动机和其变革担当行为之间起到正向调节作用;有调节的中介假设亦得到了验证。论文首次验证公共服务动机的涓滴效应,并尝试厘清其对基层公务员变革担当行为的影响机理,同时,论文对如何激发基层公务员干事创业和担当作为具有一定的实践启示。

(1)此处的“公务员”和前文提及的“干部”通用,这与先前研究针对“公务员”和“干部”的理解一致(刘帮成和陈家喜,2019)。“干部”属于舶来词,来自日语,字面意思为“骨干”,而日语的“干部”一词是由法语“cadre”意译而来。根据《现代汉语词典》(2017版)的解释,干部一般是指国家机关、军队、人民团体中的公职人员或担任一定的领导干部工作或管理工作的人员。“在我国实践中,公务员均可称为干部”(刘帮成和陈家喜,2019)。
(1)2019年9月25—28日在美国Brigham Young University举行了第二届公共服务动机研究国际会议,会议主题为“Elevating Public Service Motivation”(“提升公共服务动机”)。这在一定程度上说明,如何提升公共服务动机水平已经成为国际公共服务动机研究的重要关切点。
