在政策执行问题日益复杂、参与主体逐渐走向多元化的背景下,政策执行网络为理解和解释政策执行过程中的"黑箱"提供了新的研究路径。本文梳理了国际学界对政策执行网络概念和内涵的界定,系统分析了政策执行网络的研究起源、产生和发展历程。研究发现,目前国际学界基于"过程"和"工具"研究视角,就执行网络的形成与变化、网络与执行结果间的关系等研究议题开展了多领域实证研究,积累了丰富的研究成果。了解和把握国际学界政策执行网络研究动态,将为推进中国本土政策执行研究的突破提供有益的参考与启示。
Abstract：One of the most important issues in public administration is how to ensure the effective implementation of policies.During the past forty years,policy implementation has produced numerous research achievements,but the problem of " fragmentation" is significant,policy implementation is rarely integrated into the mainstream policy process,and a theoretical consensus is lacking.The policy implementation network is beyond the deconstruction of classical theory of the policy process,and to a great extent,it changes the shortcomings of the traditional implementation mode,whereby the subject of implementation is single and the process of implementation is closed.Under the background of increasingly complex policy implementation issues and diversified participants,the policy implementation network provides a new research path for understanding and interpreting the "black box" of the policy implementation process.In order to better grasp the research trends in policy implementation networks and to provide a reference for domestic policy implementation network research,this study systematically reviews research on policy implementation networks.The article presents the concept and connotation of a policy implementation network,and systematically analyzes the origins,generation,and development of policy implementation network research.It is found that policy implementation network research takes the implementation structure as the research starting point and absorbs the theoretical knowledge of Policy Science,Politics,Public Administration,Sociology and other disciplines.After nearly forty years of development,it has accumulated rich empirical research results in many policy fields.The concept of a policy implementation network originated from early-stage policy networks.But with the introduction and absorption of network management,governance theory,social network analysis,and other theoretical methods in this field,the connotation of policy implementation network research has become more diverse and rich,and there is a consensus in the academic community on the use of policy implementation networks to study the process and results of policy implementation.At present,research on policy implementation networks can be divided into a"process" perspective and a " tool" perspective.From the perspective of "process",the research regards the policy implementation network as a policy process or policy phenomenon,and uses the network to analyze the process of policy implementation.It mainly focuses on the formation and change in the implementation network,the interaction and cooperation among the actors,and the characteristics of the network structure.From the perspective of " tools",the study takes the network as a tool of policy implementation,focusing on the relationship between the implementation network and the implementation outcome.The two research perspectives together enrich and enhance the space for interpretation of policy implementation network research.We believe that an understanding and grasp of the research trends in policy implementation networks will provide useful reference and enlightenment to promote a breakthrough in policy implementation research.
