数字治理理论是西方公共治理的前沿理论之一,产生于20世纪90年代末期,强调用重新整合、以需求为基础的整体主义和数字化变革指导公共部门改革,从而为公民提供更加便捷的公共物品与服务,实现善治。数字治理理论经过国内外学者的共同努力,发展至今已具备比较完善的理论体系,学者和研究机构对其应用领域的探索已从最初的电子治理逐步扩展至更广泛的层面,但与智慧城市领域的结合并未成型,尚处于摸索阶段。本文详细阐释了数字治理理论的理念产生与主要思想,系统梳理数字治理理论的国内外研究现状,并结合我国政府改革趋势,对数字治理理论的应用情况进行分类探讨,并以民主化、制度化、技术化以及法治化予以规制,力促其健康、稳定发展。
Abstract：The theory of digital governance is one of the leading public governance theories in the West.Appearing in the late 1990 s of the last century,it emphasizes guidance to reform the public sector so as to provide more convenient public products and public services.The theory of digital governance has been derived from joint efforts by both foreign and domestic scholars,and it has developed a relatively complete theoretical system.Scholars and research institutions initially explored the apphcation of this theory in the field of electronic governance but then gradually extended it to a broader level However,smart city areas are still at an exploratory stage.This article systematically explains the philosophy behind the theory of digital governance to produce its main ideas,systematicallyexploring the research status ofthe at home and abroad,and combining it with trends in government reform,categorization of its apphcation,and regulation of democratization,institutionalization,technology,and the rule of law to encourage its healthy and stable development.
