四大全球倡议不仅是中国向世界贡献的重要公共品，而且为重构全球公共品供给模式提供了中国方案，引领国际秩序朝着更加公正合理的方向发展。在回应全球公共品供给困境的过程中，四大全球倡议秉持人类命运共同体核心理念，构建了“价值倡导—议题设置—经验共享—能力建设”的基本逻辑框架，从理念、目标、内容和路径四个方面，积极推动全球公共品供给从“霸权模式”与“竞争模式”向“共生模式”转型。为更好落实四大全球倡议，充分发挥中国在全球公共品供给模式变革中的引领作用，应持续面向未来进行增量改革、坚持共商共建共享原则、积极推动倡议落地生根以及重视新技术的支撑作用。
Abstract：The Four Global Initiatives advanced by China represent not only significant public goods contributed to the international community, but also a distinctive Chinese approach to restructuring the provision architecture of global public goods. These Initiatives steer the international order toward greater equity and rationality. In addressing the persistent dilemmas of collective action and supply deficits in global governance, The Four Global Initiatives are strategically anchored in the core vision of a Community with a Shared Future for Mankind. They establish a coherent analytical and operational framework encompassing four sequential pillars: value advocacy, agenda setting, experience sharing, and capacity building. This framework facilitates a paradigmatic transition in the supply of global public goods from traditional hegemonic and competitive modalities toward a symbiotic model grounded in inclusive multilateralism. The paper delineates this trans-formation across four dimensions: underlying philosophy, strategic objectives, substantive content, and implementation pathways. To further actualize The Four Global Initiatives and amplify China's catalytic role in this systemic evolution, the study proposes a forward-looking agenda. Recommendations include pursuing incremental institutional reforms that accommodate the realities of a multipolar order, steadfastly upholding the principle of extensive consultation, joint contribution, and shared benefits, ensuring the concrete operationalization and local embeddedness of the Initiatives, and strategically leveraging emerging technologies as enabling mechanisms. This new paradigm of global public goods provision contributes to overcoming persistent difficulties in public goods supply and to constructing a more resilient and equitable global governance cooperation system.
