新中国成立后,我国应急管理体系经历了单灾种应对为主、以"一案三制"为核心、以总体国家安全观为统领的三个发展阶段。总体来看,我国现阶段应急管理体系建设还存在顶层设计亟待加强、应急体制有待深度融合、应急能力亟须提高、应急法制与标准建设亟待完善等一系列问题,需要从管理理念、体制架构、机制设计、法制建设、国际合作等多个方面进一步探索解决路径。
Abstract:The evolution of a nation's emergency management system determines the ability and efficiency of a country to deal with emergencies.After the founding of the People's Republic of China,China's emergency management system underwent three stages of development:the Ad Hoc Model stage,which was appointed related departments to deal with specific emergencies respectively,leading to scattered resources and separate powers in emergency responses;the " One Plan,Three Systems" Model stage,when a comprehensive system was constructed to reduce and respond to emergencies,with the core elements including emergency response plans,an organizational structure,operational mechanisms,and a legal system;and the Holistic National Security Concept Guided Model stage,which integrated emergency resources in an all-round way through the establishment of specific and independent departments.The Resolution of the Fourth Plenary Session of the 18 th Central Committee of CPC laid out the overall direction for China to build a modern emergency management system,and the nation is currently making great efforts to realize this goal.However,problems such as the lack of a top-level design and overall planning,a weak institutional foundation,dispersed resources to treat emergencies,and an imperfect legal system are hindering such efforts.To advance the modernization of a national emergency management capability,China should take measures in five respects:first,further strengthening the concept of comprehensive management to deal with disasters,with the core ideas including taking all kinds of emergencies into consideration,responding to emergencies in a full life-cycle manner,and organizing all related stakeholders and resources both outside and inside the government to deal with emergencies;second,optimizing the organizational structure,that is,perfecting the overall planning of the Central(National) Emergency Management System Framework and the Top-level Design,in particular,establishing a Central Emergency Management Committee(National Comprehensive Emergency Command Center),i.e.,"one Committee,one Center",as soon as possible,on the basis of which multi-department coordination will be improved.Third,taking capacity-building as a breakthrough,so as to strengthen the construction of an emergency management mechanism,especially the top-level design,and to implement the construction of an operational mechanism at different levels of government;fourth,improving the legal and standard system for emergency management;and last,in the complex international environment,an emergency management strategy of "going out" must be established,and international responsibility for disaster prevention,mitigation,and relief should be actively undertaken.

(1)比如,2016年10月习近平主持中央全面深化改革领导小组第28次会议,审议了《中共中央国务院关于推进防灾减灾救灾体制机制改革的意见》和《推进安全生产领域改革发展的意见》,并于2016年12月底正式颁布。在同一次中央会议讨论两个类型突发事件的改革意见,表明中央开始有意识地将两者进行融合。
(1)以北京市、陕西省为代表,其主要特点如下:(1)领导方式上,统一党委与政府的应急管理权力,组成“应急管理委员会”领导小组。(2)坚持“一个系统,两个任务”的组织管理原则,实行领导小组组长制,市长亲自挂帅,将发展与安全统一起来。(3)具体操作层面,在政府体系内部建立应急管理机构体系,包括市级(省级)应急管理机构、专项应急指挥机构(条)和区县(地市)应急管理机构(块)。
(2)以上海市为代表,其主要特点如下:(1)领导方式上,在市委、市政府领导下成立“减灾领导小组”作为非常设领导机构,统一领导全市减灾工作。(2)组织架构上,领导小组下设办公室、救灾应急指挥中心(灾害事故紧急处置指挥部)、减灾专家委员会和归并进来的各灾种协调管理机构。(3)具体操作层面,办公室负责日常事务,救灾应急指挥中心负责先期处置,具体操作部门是市应急联动中心,设在市公安局。
(3)以广西壮族自治区南宁市为代表,其主要特点如下:(1)依托应急平台建立社会应急联动系统,即整合信息与通信技术,统一协调公安、消防、急救、交警等部门,为市民提供快速、及时的救助和服务。统一报警、统一指挥、快速反应、联合行动。(2)系统没有行政功能,应急处置的统一指挥主体与权限并不明确。
(4)以2009年推动新一轮应急体制改革的深圳市为代表,其主要特点如下:(1)在大部门体制构建的背景下,整合市应急指挥中心、安全生产监管局、民防办(地震局),组建市应急管理办公室,由市政府副秘书长兼任主任,探索并促进国防动员和应急指挥的有机融合,构建“大应急”管理格局。(2)安全生产监督形成了应急办综合协调,各区、各行业主管部门各司其职的新格局。
