摘要(Abstract)：

公共治理领域中人脸识别技术推动了政务服务效率和社区治理效能的提升,但人脸信息的易得性和唯一性也让隐私安全受到了广泛关注。“政策叙事”作为沟通手段可以使公众理解政策意涵。通过以上海市居民为样本的调查实验,本文发现:侧重于积极效果的叙事情节能改善公众对人脸识别技术的态度;但时间框架的主效应不显著;基于“积极效果×当前框架”情节的政策叙事的作用最为明显。公众对人脸识别技术的感知收益起到关键的中介作用。本文在理论上丰富了叙事政策框架中的理性路径,在实践上为引导公众持有合理的态度提供参考。
