“弱马拉大车”:小组办的权力聚散与条块协调策略The “Weak Horse-drawn Cart”: Power Clustering and Block-Coordination Strategies in Group Offices

摘要(Abstract):
“弱马拉大车”是小组政治的另一面向。对T区安委办的研究发现,其弱马身份根植于T区安委会“聚中有散”的权力结构,即办事机构的折扣履职阻碍组织实体化效果,高层领导的挂帅效应消减于科层叙事,牵头部门的实际地位与职责定位倒挂等现象制约了小组办的条块协调能力。对此,T区安委办发展出了刚柔相济的权力策略(高位推进、审慎威慑、渐进追踪、身份强调)。将协调策略置于任务情境中审视,发现任务情境与策略的权力类型呈模糊搭配关系;而与策略的权力用法呈偏好搭配关系,即偏好刚性用权以应对难度和风险均较高的任务情境,偏好柔性用权以回应难度和风险较低或不确定的任务情境。这两种搭配关系是任务完成逻辑中权力复制机制和“效率—合作”权衡机制的产物。本研究在一定程度上实现了小组政治在研究的对象、面向和焦点上的进阶。
