摘要(Abstract)：

"避害型"府际合作的被动回应性决定了合作的提出与合作的实施同样重要。本文对京津冀大气污染联防联控中10种合作形式的提出进行过程追踪法研究,探讨"避害型"府际合作之门的开启情境、因素及其模式。研究发现:问题压力、舆论效应、政治信号、合作能量、地方行动,是合作提出过程的主范畴。但多种范畴在出现时机、角色扮演、组合方式及互动机制等方面存在多样性特征,并呈现出"公共问题的压力引发""政治信号的强势激发"和"合作能量的厚积薄发"三种循序渐进的模式。
