公共部门组织声誉研究前沿:最新代表性研究及探讨Research on Organizational Reputation in the Public Sector: International Frontiers and Reflections

摘要(Abstract):
在现代公共管理中,政府组织从来不是在真空的环境中运行的,其在制定和执行公共政策时往往嵌入一个由多元受众(上级领导、利益团体、媒体、专家学者、普通民众等)组成的环境中。公共管理者为了能够为特定机构及其活动赢得广泛的支持,需要建构面向多元受众的良好组织声誉,从而降低组织面临的内部和外部的威胁,提升组织合法性和自主权。自2010年以来,组织声誉研究逐渐成为国际公共管理领域的前沿热点,并且成为解释政府机构行为的主流范式之一。本文选取近期国际公共管理研究领域顶级期刊刊登的四篇代表性学术论文加以引介。这四篇论文分别探讨了中央银行在不同情境下差异化的战略沟通策略、媒体声誉历史对政府机构媒体声誉的影响、部委组织声誉管理对机构改革的影响以及基于新技术和新数据对跨国政府机构的组织声誉进行测量和比较的尝试。在对四篇论文进行简要述评的基础上,本文对公共部门的组织声誉研究前沿进行了总结和展望。
