府际关系建构、自组织行为与区域间公共服务均等化Building of Intergovernmental Relations, Self-organizing Behavior, and the Equalization of Public Services

摘要(Abstract):
地方政府间建构横向关系网络并推进府际交流与合作,是实现公共服务均等化的可行路径。本文以2010—2019年广东省21个地级市为样本,评估了省内对口帮扶与官员交叉任职两种府际关系的建构对区域间公共服务供给差距的影响,并分析了公共服务注意力配置与出访考察学习等城市自组织行为在这一影响关系中的中介效应机制。结果表明:一方面,上级政府建构形成的两种府际关系均能够显著缩小区域间基本公共服务供给水平的差距,但对口帮扶呈现出更为显著、快速和可持续的公共服务均等化效应;另一方面,府际关系建构的这一均等化效应,是以政府公共服务注意力分配和更高频次的城市间考察交流为依托进行传导和实践的,且这一中介效应对于对口帮扶关系和注意力分配而言尤为明显,权威推动下的地方政府注意力调配是实现府际关系建构之实践治理效应的有效机制。本文为政府间关系网络及其公共服务均等化效应提供了一个综合性的阐析框架,并为府际关系“结构—功能”研究开拓了一个基于官员政策偏好“行动”视角的解析路径。

- (1)除党政负责人之外,还统计了生态环境局、财政局等与公共服务供给高度相关(表1中所涉及维度)的职能部门负责人的考察交流活动,是考虑到职能部门官员受到党政负责人之偏好的较大影响,而公共服务供给一般又是由职能部门实际承担,因此这一做法从“过程”和“结果”两个维度体现了政府间的自组织关系强度。当然,在稳健性检验中,还观察了只考虑市委书记和市长时的情况,以降低因样本选择问题而对本文结论造成的潜在干扰。
