溯流而上:探求当代中国公共政策的革命谱系——评韩博天、裴宜理《毛的隐形之手:中国适应性治理的政治基础》

<正>美国:Harvard University AsiaCenter,2011,336页,USD 24.95 ISBN:9780674060630对于1978年之后当代中国政治制度的衍变变迁,知识学界的一个约定俗成的判断便是,市场化改革在中央一地方和国家社会关系领域动摇了计划经济时代极为关键的制度设定,使前改革开放时代国家的强势主导有所松动:经济分权赋予地方政府政策创新的自主性和空间,市场化改革逐渐解除公民对国家的直接依赖,从而动摇了分配国家维系行政控制的基础。20世纪90年代许多研究或将地方政府对中央政令的选择性执行视为中央控制力的削弱,或将社会力量在公权力之外的自治、联合或抗争视为社会革新潜在力量并尝试在其中"寻找公民社会",并由此产生90年代中期的讨论中出现"权力衰落"的判断。
