为担当者担当:基层领导干部担当作为的“涓滴效应”研究Taking Charge of Those Taking Charge: How the Taking-Charge Behaviors of Grassroots Leading Cadres Trickle Down

摘要(Abstract):
面临新时代高素质基层干部队伍建设的迫切需求,集体担当作为俨然成为基层政府组织改革创新的内生动力。鉴于基层政府部门中领导的关键角色,本研究以担当作为的“涓滴效应”作为探索基层集体担当作为的重要视角。基于对C市和Y省的537名基层干部的2阶段“领导—下属”匹配调查以及157名基层干部的实验研究发现:基层领导干部担当作为显著影响下属基层干部的担当作为;风险规避偏好、变革责任感是担当作为实现有效“涓滴”的重要心理路径;领导—下属交换(LMX)质量显著影响基层领导干部担当作为对下属基层干部担当作为的作用效果。本研究基于自我决定理论,清晰描绘基层领导干部担当作为对下属基层干部担当作为的“涓滴效应”;深刻剖析基层领导干部担当作为“涓滴效应”的实现路径与积极情境,科学论证了基层政府组织中集体担当作为的现实可能与基层领导干部担当作为的时代价值。

- (1)“涓滴效应”指某种特定行为、知觉或体验的自上而下逐层扩散的现象。以往研究大多设计3个层次(高层领导→中层领导→下属成员),但这样很难实现对“涓滴效应”内在机制的考察。因此,本研究为实现对基层领导干部担当作为“涓滴效应”内在机制的有效检验,仅设计两个层次(直接领导→下属成员)。
- (2)林亚清和张宇卿(2019)关于变革责任感的测量量表实则是在Morrison and Phelps(1999)、Campbell(2018)的变革责任感测量量表基础上基于中国场景进行了情境化修订。为了确保测量工具的准确性,本研究同时参考该变量的国内外量表版本,并通过预调研结合基层管理实践进行修订。因此,量表均罗列多个来源。
- (3)在实验研究中,本研究统一以“高水平担当作为领导”和“低水平担当作为领导”来表述基层领导干部不同担当作为水平的实验操纵;以“高质量领导—下属交换(LMX)”和“低质量领导—下属交换(LMX)”来界定领导—下属交换(LMX)质量差异的实验操纵,下同。
- (4)此处的问卷填写是用来检查实验干预效果,而非纳入后续的实验结果分析。
