读公共管理研究论文对实践有用吗?——以街道干部为例Is the Reading of Public Administration Papers Useful for Practice? An Insight Based on the Experience of Subdistrict Officers

摘要(Abstract):
当前公共管理研究论文与实践脱节的问题日渐凸显。许多研究论文表示自身具有“实践问题”导向并提出了面向实务者的“实践意义”和“政策建议”,那么阅读研究论文是否对实践有用?本研究以响应式访谈为主,辅以现场观察、查阅资料记录等方式,形成多元研究素材,探析了街道干部对基层治理研究成果“学以致用”的具体逻辑。基于计划行为理论,本研究对接触、学习、应用论文3个环节分别进行分析,发现“接触论文”和求助论文意识、周围人找寻情况、论文信息检索素养与传播论文途径有关,“学习论文”和对学习论文看法、周围人学习情况、论文阅读素养与论文特点有关,“应用论文”和对应用论文看法、周围人应用情况、干部应用能力与单位现实条件有关。本研究构建了街道干部对论文“学以致用”的行为逻辑,为推动基层治理研究论文为现实纾忧解困提供建议。
