摘要(Abstract)：

本文认为 SARS 对中国政治体系的中期影响会很小,但会支持新领导人尝试对社会发展给予更多关注。本文提出有五个方面的教训可以吸取。第一,中国需要更好地应对某些问题或全球一体化。第二,需要建立一个有效系统负责危机管理。第三,需要创造一个激励体系来鼓励地方政府更加透明和更有责任感。第四,中国需要把社会发展与经济发展更好结合起来。第五,中国领导层必须创立一个新的信息管理系统。
