摘要(Abstract)：

对我国基本公共服务均等化程度的科学评价,有利于政府及时把握与调整公共服务建设重点,并对其未来演进趋势进行分析与研判。本文对市级基本公共服务发展水平进行时序评价分析,进而衡量省级均等化的动态演进趋势,并从区域补偿与质量提升的角度解析均等化动态演进机理。研究发现:基本公共服务水平在振荡中逐年递增,而均等化程度在短期内并未得到有效改善。在弱势地区获得区域补偿动力与优势地区受到质量提升压力的抗争结果下,基本公共服务均等化正处于"倒U形"结构的上升阶段,并将在"十四五"期间呈现缓慢递减趋势。
