中国情境下的协同治理研究有何不同?——一项系统性回顾How Does Research on Collaborative Governance Differ in a Chinese Context?A Systematic Review

摘要(Abstract):
协同治理等公共管理概念的多元化倾向有可能造成研究理解和应用实践方面的混乱,因此需要进一步关注其精准化的研究策略与方向。本文对国内外核心期刊中的协同治理实证研究展开系统性回顾,力求从研究的关注要点、手段策略和内容主题三个维度,把握中国情境下的协同治理研究的定位与方向。在关注要点上,中国情境下的协同治理研究偏重于探讨本土化特色议题领域中公共部门作用的发挥。在手段策略上,中国情境下的协同治理研究创新应用了演化博弈、内容分析和协同度测量等研究工具。在内容主题上,中国情境下的协同治理研究发掘了特色化协同治理逻辑链条,重点关注了协同治理的正向影响。本文对国内外协同治理研究展开比较与分析,旨在加深对中国情境下协同治理的认知,并促进相关研究策略的创新发展,为该领域的深入探索提供助益。

- (1)对于协同治理概念,当前学界存在着一定的争议。一方面,作为治理谱系中的分支,“协同治理”同“治理”概念存在交叉。这二者都涉及多元主体之间的有序合作,在一定程度上带来了概念使用上的迷思。另一方面,协同治理概念同网络治理等概念的边界存在交叉。例如,Wang and Ran(2023)通过对网络治理和协同治理研究的主要主题进行专题分析,明确了这两个流派之间的关系纠葛。定义一个事物,就是从其所有属性中选择那些可通过名称指代并用以宣称该事物的特定属性(穆勒,2014)。为了避免概念边界模糊为后续研究带来不利影响,本研究认为,多元利益相关者(Ulibarri and Scott,2017)、公共部门发起(Ansell and Gash,2008;颜佳华和吕炜,2015)以及跨界(域)公共问题的解决(Emerson and Nabatchi,2015)是协同治理概念边界中的重要特征。
- (2)一方面,本文的研究目的是通过系统性回顾比较中国情境下协同治理研究的核心特点,因此采用了剩余界定法,对其他国家的协同治理研究统一界定为国外情境中的研究。例如,Ansell and Gash(2008)选用“逐次逼近”的方法对137个国际协同治理案例进行内容分析,归纳了协同治理的经典分析框架。另一方面,中国情境并不等同于中文发表,中国学者也有可能在国际上发表中国情境下的协同治理相关论文。中国情境中的研究不仅包括了中文发表的研究文献,也囊括了由中国学者针对本土化协同治理议题在国外核心刊物中发表的研究论文。因此,研究还将对文献研究内容所涉及的国别进行编码,并将其区分为中国情境中的研究与国外情境下的相关研究。
