论公共行政学之本土化与国际化:知识创造和理论建构的特殊性与普遍性On the Localization and Internationalization of Public Administration Studies:The Particularism and Universalism of Knowledge Creation and Theoretical Building

摘要(Abstract)：
公共行政学的主要问题是理论与实务的整合,尤其是个别差异与文化差异的问题,本文作者提出中西文化会通以及认识论转向的问题。中国文化重视默识知识和内容真理,西方文化则重视外显知识与外延真理;前者在行政学理论发展的启示是强调人文理性优先,后者则重视逻辑理性优先,两者应为相辅相成。行政学本土化就是要注意中国传统文化"人文理性"的优先性,这种"认识论转向"才能发展出既有本土性也有国际性意义的行政学理论。
