区域特质、产业结构与城市创新绩效——基于创新型城市试点的准自然实验Regional Characteristics, Industrial Structure,and the Performance of Urban Innovation——Based on a Quasi-natural Experiment on Innovative City Pilots

摘要(Abstract):
获批创新型城市试点是否可以激发以及如何激发城市创新红利,是政策制定者和学界关注的重大问题。然而,较少研究关注设立创新型城市试点对城市创新绩效的影响以及影响机制的实证检验,特别是缺少对于试点政策由于双向因果带来的内生性问题的解决方案。本文旨在通过2008年开始的创新型城市试点的准自然实验,使用2003—2016年城市级别的数据库,采用双重差分(DID)方法实证分析获批创新型城市对城市创新绩效的影响及具体的影响机制。结果表明:获批创新型城市能显著提高城市创新绩效。这个结果在经过了PSM-DID、安慰剂检验和剔除部分样本等多项稳健性检验后依然成立。为了解决试点政策的内生性问题,本文使用了古都这一工具变量,并且控制了城市初期以及未来的创新水平,发现结果依然稳健。进一步研究发现,区域特质对城市创新绩效的影响存在异质性:获批创新型城市对东部各城市、高行政级别城市及大规模城市的创新绩效的促进作用更明显。本文还发现产业结构对创新型城市的创新绩效具有正向调节作用。据此,本文总结出了深入推进创新型城市建设、优先在资源禀赋较高的地区设立创新型城市、因地制宜建设创新型城市三方面的政策启示。
