以香港为例的公共部门变革管理战略The Strategy of Change Management in the Public Sector:The Case of Hong Kong

摘要(Abstract):
本文以"九七"前后的香港为案例研究,演释公共部门变革管理所面对的挑战。文章首先概括全球主要地区的公共部门改革的趋势,然后分析香港所经历的问题。本文认为特区政府在面临权威不振及经济结构转型的两大困境下,需要如其他西方国家的经验一样,为解决一些基本问题作出大胆尝试,也就是需要(1)在新经济中重新考虑政府的角色;(2)重新构建政府和它的管理文化;(3)政府领导与资深公务员建立一个新的政治契约关系;(4)建立一个对自己负责的政治部长制。而改革的成功因素则取决于①在不断交化的市场经济中重新界定政府角色的需要;②公务员机构管理和人力资源体系改革的需要;③公共部门雇员中的管理文化变革的需要。
