摘要(Abstract)：

主流的中国政策执行研究,虽然采用名义上的"行动者中心视角",实则囿于中央集权、威权主义的原则,长期在央地二元对立的框架下刻画和解释政策执行的困境。其结果是此类研究陷入案例经验的重复堆积。对比国外政策执行研究前沿,同时出于寻找缓解我国国家治理模式中权威体制与有效治理间矛盾的机制的需要,应倡导将中国的地方政府置于政策执行的"行动者中心",通过激发其在话语重构、扩大参与合作以及政府创新等路径中的作用,实现政策执行质量的提升。
