构建中国公共管理自主知识体系的内涵与路径Core Issues on Constructing an Indigenous Knowledge System in China's Public Administration

摘要(Abstract):
本文聚焦中国公共管理自主知识体系构建的核心议题开展系统性研究。本文指出,公共管理自主知识体系具有本土性、实践性、传承性、包容性和时代性五大特征。通过术语溯源与内涵辨析,本文明确建议将“自主知识体系”统一译为“Indigenous Knowledge System”。本文聚焦如何构建知识体系这一学术议题,对比分析欧美国家公共管理理论体系的构建逻辑与典型路径,提出“学界引领型”和“实践驱动型”两类公共管理理论体系构建路径,并总结提炼出公共管理理论体系发展和构建在实践驱动、理论生成、学践互动、国际传播等方面的共性经验。在此基础上,本文提出扎根本土实践与传统智慧、秉持比较视角深化国际对话、强化主体学术能力等具体策略,为中国公共管理自主知识体系的系统化构建提供理论支撑与实践指引。
