民主化过程中台湾行政改革的困局The Dilemma of Administrative Reform during Taiwan’s Democratization

摘要(Abstract)：
台湾地区从威权统治转向民主的过程中,发展型政府官僚机构面临着改革的压力。官僚机构的改革被认为是民主化的重要组成部分。但改革的过程问题重重。改革主要围绕三个领域:政府改革、公务员改革以及公营事业的民营化。尽管没有明显的清洗政策,改革过程中关于政治忠诚与官僚机构延续性的问题还是面临很大的政治压力。具体而言,台湾民主化过程不仅改变了政权的性质并威胁到旧精英的利益,而且引出了台湾身份地位的问题。因此,官僚机构的改革围绕台湾"主权"问题、"领土"、政治忠诚与种族认同展开。这些关于"民族国家"特征的问题没有得到解决。因此,关于转型期公义、有效管理或治理的讨论,由于政改所触发的民族国家议题而被搁置。同时,关于新政府能否制定有效发展政策等课题亦无人关注.种种迫切需要解决的管治课题都被约化成族群认同的政治问题。
