基层公务人员形象何以影响差序地方政府信任——一项调查实验How the Image of Grassroots Public Servants Affects Differential Trust in Local Governments: Evidence Based on Stereotype Content Models

摘要(Abstract):
对政府信任不平衡结构的深入考察是政府信任研究和政府治理效能提升的应有之义。本文提出了“差序地方政府信任”的概念,并基于刻板印象内容模型提供了基层公务人员形象影响差序地方政府信任的证据。研究发现,公众感知到基层公务人员更积极的形象有利于缩小其对高层和低层地方政府间的信任差距,但随着地方政府层级的提升,热情形象的影响作用逐渐减弱,而能力形象的影响作用逐渐增强。研究结果为深入考察差序地方政府信任的来源提供了新的微观解释视角,也为缩小不同层级地方政府的信任差距、提升地方政府治理效能提供了有益启示。
