谁引领,谁跟随:应急管理领域学术研究与政策实践如何互动发展?Who Leads and Who Follows? How Do Academic Research and Policy Practice Interact?——Taking Emergency Management as an Example

摘要(Abstract):
学术研究与政策实践的互动关系是当代学界和政界共同关注的重要议题。本文基于2003—2022年应急管理领域的学术文献和政策文本,采用LDA主题模型构建面板数据,并通过面板向量自回归模型、脉冲响应函数和方差分解分析了学术研究、法律法规和部门规章之间的动态关系。研究结果表明,学术研究与政策实践互为正向影响,但政策实践在二者的互动关系中居于引领地位。学术研究仅能对政策效力更高的法律法规产生正向影响,且随时间推移,正向影响逐渐增大,但其绝对程度仍然较小;政策效力较低的部门规章主要受到法律法规的正向影响,学术研究对其影响不显著;短期来看,部门规章对学术研究的正向影响较为强烈,但长期来看,法律法规对其正向作用更为明显。因此,应重视学术研究的政策价值,加强和完善循证理念,拓宽学者与政策制定者的联系渠道,从而实现学术研究与政策实践的良性互动。
