自然资源产权的制度科层理论及其应用Theory of an Institutional Hierarchy for Natural Resources Property-rights Regimes and Its Application

摘要(Abstract)：
自然资源由于通常具有公共性,使其产权类型识别和划分问题变得重要。本文归纳现代西方自然资源产权描述理论的演变,重点评述了新近出现的自然资源制度科层理论。以水资源的产权描述为例,介绍了该理论的应用实例,并展望了其在中国的应用前景。
