摘要(Abstract)：

本期的"当季英文佳作评介"选取了最近发表在国际著名学术期刊的四篇优秀学术论文,分别研究公共政策实践中的"政策不作为"、行为公共管理理论中著名的"助推"理念在美国的实践效果、发展中国家在跨国政策学习和政策转移中的角色、中国地方政府社会保障改革的政策逻辑。四篇佳作有的提出新颖的理论观点,开拓了学科的理论视野;有的在研究方法上进行有益的创新和实践。本文对它们进行逐一评介,以期为中文世界广大公共政策和管理领域的研究者带来理论和研究方法上的启发。

• (1)政策转移(policy transfer)和政策扩散(policy diffusion)是语意相当接近的两个概念，无论是内涵还是外延也确实有不少交叉之处。虽然两者确有分别，但在多数研究中把它们作为可以互换的概念。关于二者的概念辨析，可参见朱旭峰和张友浪(2014)。为了避免冗辞，本文主要使用政策转移一词。
• (2)Policy and Society是目前社会科学引文检索系统(SSCI)中公共行政门类47本期刊中唯一一本开源期刊(open-access)，无须购买数据库或论文即可下载。高引用率和日隆的影响力让它在短短几年中从非SSCI来源期刊一跃进入公共行政门类的二区(Q2)。
