社会治理共同体及其建设路径Social Governance Community: Definition and Approaches

摘要(Abstract)：
党的十九届四中全会提出了建设社会治理共同体的新目标。社会治理共同体指的是政府、社会组织、公众等基于互动协商、权责对等的原则,基于解决社会问题、回应治理需求的共同目标,自觉形成的相互关联、相互促进且关系稳定的群体。为了实现这一目标,党的十九届四中全会同时增加了两条重要的建设路径:民主协商和科技支撑。民主协商让各治理主体能够充分表达意见和偏好,培养主体意识,发掘治理知识和智慧,调整利益矛盾和冲突。科技支撑打破了治理主体互动的时空限制,降低了互动成本,也为更好地发掘治理需求、细分治理责任提供了新的可能。
