摘要(Abstract)：

政府采购作为一项主要的需求侧政策工具,在各国创新战略中的作用正日渐凸显。然而,政策实践中的含混使用,不仅会降低政策措施间的激励相容,也容易误导不同国家间的政策学习。本文通过对创新政策理论的梳理,分别在新古典学派、创新系统理论、演化经济学三个理论脉络中分析了政府采购的政策原理,进而归纳政府采购鼓励创新的三种政策模式,即补贴型采购、学习型采购和战略型采购,为此轮政策探索提供分析框架。

• ①2006年召开的全国科学技术大会发布了《国家中长期科学和技术发展规划纲要(2006—2020年)》(以下简称《规划纲要》),这是中国现阶段创新战略政策起点。《规划纲要》列举了9项鼓励创新的措施,对全国范围内鼓励创新活动的政策群第一次做了系统说明。政府采购鼓励创新政策是其中一项。为了深入落实《规划纲要》,国务院随即颁布了《实施〈国家中长期科学和技术发展规划纲要〉的若干配套政策》,对这9项措施做了详细部署。其中对政府采购鼓励自主创新政策设定也初成体系,涉及预算管理、评审规则、采购方式、合同管理、国防采购、首购订购以及国货优先等方面。这是中国政府采购鼓励创新的政策起源。
