摘要(Abstract)：

近年来，运动式治理作为中国基层治理的重要实践形态，并未随制度化与常态化推进而消退，而是在传播数字化、风险社会化、考核指标化和舆论自由化的环境中，逐渐演化为一种低可见度、去公开化的隐性治理形态。本文以山东省N县农村集体“三资”整治为案例，从制度压力、社会风险和传播环境三重维度构建分析框架，探讨隐性运动式治理的生成逻辑、运作机制与实践结果。研究发现，N县农村集体“三资”整治在推进过程中呈现出区别于传统运动式治理的动员方式：传统模式依赖大规模宣传与显性动员，而隐性运动式治理则通过控制信息传递的范围、节奏与对象，形成以“点对点”传递和“先易后难”推进为主要表现的操作静默化策略。

• (1)“三资整治”即针对农村集体资金、资产、资源的专项治理,主要任务是清理村级账目、审核合同协议、核查集体资产使用情况,有效防范农村集体“三资”流失。 (2)访谈资料编码规则:被访谈者层级+访谈日期+访谈对象编号,被访谈者层级分为县级(C)、镇级(Z)、村级(E)。如“访谈编码C2024112803”含义为:2024 年11月28日对编号为03的N县干部进行的访谈。
