摘要(Abstract)：

随着公共管理主流理论范式的演变，协作式创新成为政府创新研究的主流分析思路。本文引入互动治理理论，将既有的“协作式创新”概念更新为“协作互动式创新”,据此建构一套政府创新的协作互动治理分析框架，以期更好地把握政府创新的实质特征，即多方治理主体协作互动、多种治理机制互补嵌合。一方面，国家、市场和社会行动者转变其传统角色，通过互动学习，凝聚共识、共创价值，其中政府不仅直接参与创新行动，而且更重要的是扮演创新网络召集人、促进者和助推者的角色，成为元治理者，在网络的平台搭建、愿景确立、互动管理、跨界沟通等方面发挥主导作用；另一方面，行政、市场和社群机制以相互强化增进的方式互补嵌合，促使多方主体更加有效地发挥其比较优势，推动政府创新。中国政府创新的丰富实践，在协作互动治理的理论框架中可以得到凝练、整合和提升。

• (1)国际文献中常见的“bureaucracy”一词,在中文中有多种译法,如“官僚制”“层级制”。“官僚制”带有强烈的贬义色彩,而在国际文献中“bureaucracy”一词尽管在某些语境中也带有贬义,但基本上是中性的,或者说大多数学者追求使之成为中性词。“层级制”是中国社会学界采用的新译法,也在其他学科领域与“官僚制”一词混用,而“层级制”这种译法在政治学和公共管理学界日益多见。鉴于其简单明了且中性,本文采用“层级制”这一术语。
