摘要(Abstract)：

公私伙伴关系已经成为政府提供公共服务的重要方式。本研究通过访谈和问卷调查获取资料,采用因子分析法探索影响转型国家公私伙伴关系有效治理的关键因素。结果表明,知识获取、代理成本、不确定性、政府信用、决策参与、融资成本和政府能力七个方面因素是重要的,和交易成本理论对PPP的分析框架是基本一致的。比较不同国家的因子得分,发现存在重要差异,进一步证实了本研究得到的影响因素的有效性。
