城市网络问政平台政府回应的城区差异研究——基于成都市市长信箱的基尼系数测度District Response Differences to an Urban E-government Platform:Based on a Gini Coefficient Measurement of Online Letters to the Mailbox of the Mayor of Chengdu

摘要(Abstract):
本文以成都市人民政府网络理政平台公开办理的2931封市长信件为数据源,采用基尼系数,从回应时长、回应内容和回应结果三个维度测度政府回应的城区差异,分析诉求时间、诉求领域、问政对象、制度设计四个因素对政府回应城区差异的影响。研究发现:部分回应内容要素和回应结果的城区差异较大;回应时长、回应内容、回应结果的城区差异随时间演变表现出不同态势;诉求领域是影响政府回应城区差异的结构性因素,不同领域诉求在各回应维度上的城区差异较大;问政对象和制度设计影响不同维度上的城区回应差异。
