摘要(Abstract)：

统筹发展和安全是推进国家治理体系和治理能力现代化进程中应加以考量的关键问题。跨区域合作是实现经济高质量发展的重要途径，而目前关于跨区域合作对城市安全生产治理的改善效应尚未得到有效验证。本文以2014年珠三角地区扩容为考察对象，利用广东省2001—2019年21个城市的面板数据，通过双重差分模型和空间杜宾模型分析了基于珠三角地区扩容的跨区域合作对城市安全生产治理效果的影响及其空间溢出效应。研究发现，整体来看，扩容政策对整体城市的安全生产治理效果未表现出明显的影响。从区域差异来看，扩容政策显著改善了原位城市的安全生产治理效果，但新进城市的安全生产治理效果未能从扩容政策中受益。进一步考虑空间溢出效应发现，扩容政策对整体城市的安全生产治理效果产生显著的负向影响，但明显改善了区域整体的安全生产治理效果。珠三角地区跨区域合作在持续推进的过程中，不仅应当关注经济层面的合作，更应当注重安全生产的跨区域治理，促进区域经济增长和安全生产的共同发展，有效推动经济高质量增长目标的实现。
