使命效价对基层公务员创新行为的影响研究Research on the Effects of Mission Efficacy by Front-line Civil Servants on Innovative Behavior

摘要(Abstract):
基层公务员的创新行为对于提升政策执行效率、改善公共服务效能、助推服务型政府建设具有重要的现实意义。立足使命教育实践活动背景,依据资源保存理论和主动动机模型,本研究构建了使命效价影响基层公务员创新行为的理论模型。运用问卷调查法,通过对437份基层公务员样本数据的分析发现:使命效价能够显著正向预测基层公务员的创新行为;公共服务动机在二者关系中发挥部分中介作用;差错管理氛围感知增强了公共服务动机对基层公务员创新行为的影响,且强化了使命效价经由公共服务动机对基层公务员创新行为的间接作用。研究结论廓清了使命效价激发基层公务员创新行为的过程机制,丰富了使命效价和创新行为相关研究,为全面深化改革阶段激发基层公务员的创新行为提供了理论和实践启发。
