自由裁量权对街头官僚公共服务动机的作用机理:被调节的中介模型The Influencing Mechanism of Discretion on Street-Level Bureaucrats' Public-Service Motivation: A Moderated Mediation Analysis

摘要(Abstract):
提升街头官僚公共服务动机是全面深化改革攻坚阶段破除基层一线公务员“为官不为”现象、建设人民满意的基层一线公务员队伍的关键举措。自由裁量权作为街头官僚履职的重要工具,现有研究多关注其对街头官僚执行政策的影响,本文则旨在探讨自由裁量权对街头官僚工作动机的影响。基于行为公共管理视角,依据自我决定理论,本文探讨了自由裁量权是否以及如何影响街头官僚公共服务动机。研究采用调查实验法和问卷调查法检验理论假设。研究一发现自由裁量权对街头官僚公共服务动机存在正向影响。研究二发现职业认同在自由裁量权和街头官僚公共服务动机关系中发挥中介效应,繁文缛节显著负向调节自由裁量权对职业认同的影响,且削弱了职业认同的中介作用。本文验证了自由裁量权对街头官僚公共服务动机的正向影响及作用机制,丰富了街头官僚公共服务动机前因研究,结论为提升街头官僚公共服务动机提供了一定的实践启示。
