组建数据管理机构何以提升政府治理绩效?——基于结构赋权与资源赋能的视角How Can the Establishment of Data Management Institutions Improve Government Governance Performance?——From the Perspectives of Structural Empowerment and Resource Enabling

摘要(Abstract):
组建数据管理机构是数字政府建设提升政府治理绩效的组织因素,但是组建数据管理机构对政府治理绩效的影响仍有待深入研究。本文依据组织赋权理论和组织赋能理论,采用2012—2018年286个地方政府的平衡面板数据,运用多期双重差分模型和调节效应,实证分析组建数据管理机构对政府治理绩效的影响。研究发现:(1)组建数据管理机构提升了政府治理绩效;(2)不同组建方式的数据管理机构提升政府治理绩效的效果有差异,重组新部门影响最大,下设事业单位影响次之,原有部门挂牌影响并不显著;(3)创新能力在组建数据管理机构与政府治理绩效之间的正向关系中发挥积极的调节作用;(4)创新能力的调节作用在不同组建方式中有差异,仅在重组新部门和政府治理绩效之间的正向关系中显著。本研究将组织赋权和组织赋能对象从微观层面的组织成员聚焦到中观层面的政府机构,整合了结构赋权和资源赋能视角,扩展了组织赋权理论和组织赋能理论的应用范围。
