摘要(Abstract)：

文章分析了1986—2004年法国政策制定的"欧洲化"——指针对欧洲一体化的国家层面的政策调整,并探讨是否在不同的政策领域经历了同样的调整压力。针对代表不同政策类型的四个部门进行了阐述:货币和预算政策、公共服务、农业政策和平等就业。这种跨部门的做法显示出不同程度的变化和适应模式,但不管怎样,欧盟都不能完全取代国家决策。即使在高度一体化的货币和预算政策领域,政府为了宏观经济的稳定仍在使用财政手段。尽管公共服务部门已经变得更加以市场为导向,但国家继续在提供高水平的服务。至于农业政策,类似的反应模式应对一种更新的断裂结构。最后,平等就业案例表明,"欧洲化"也可以为国家行动者提供一个机会,而不是一种制约。我们的结论表明,规制和再分配政策与欧洲一体化的冲突远比分配政策小,而分配政策是法国版福利国家的核心,且在整个时期也具有很强的弹性以及抵制彻底的改变。因此,"欧洲化"不是简单等同于基于扩大规制的公共政策的标准化,其中规制作为一种政策工具。政策变化的模式非常复杂和多样化,由于他们的"路径依赖"是植根于国内层面公共政策的政治可行性。
