技术认同度、个体适应性与政府内部治理结构优化——以城市管理部门为例Technology Acceptance,Individual Adaptability,and Optimization of Governance Structure Within the Government:The Case of an Urban Management Department

摘要(Abstract):
相同职能的政府部门,为什么有些能够通过技术革新提升绩效,而另一些尽管采用了类似的技术,却仍得不到明显的绩效改善?基于城市管理部门的案例分析,本研究发现,引入新技术后,成功实现绩效提升的组织具有两个特点:一是技术能够切实起到优化政府内部治理的作用,二是技术能够充分为个体所认同和适应。进一步的研究结果表明,在组织层次,技术有助于提升政府内部治理网络的价值和岗位重要性,促进业务扁平化的实现。在业务单位层次,技术有助于缩小网络规模,减少网络的复杂性。在个体层次,技术能够减少行为的不确定性。最后,本研究对技术与政府内部治理结构要素的影响机制进行总结,形成分析框架。
