摘要(Abstract)：

医疗卫生政策的本质受体是居民健康。虽然在个体意义上容易测量,但要将居民健康状况与医疗卫生政策的效果直接相关联,需要进行严谨的社会实验。对大范围医疗卫生政策的评估一直是方法论的难点,墨西哥共和国在推行全民医保的过程中,组织了可能是迄今为止全世界范围最广而且最为严密的政策评估,它以社会实验为核心的政策评估方法对在全国层次进行医疗卫生政策评估提供了非常宝贵的经验,对公共政策评估方法论具有深远意义,对于中国也有其借鉴价值。
