中国能量:中国电力行业的改革与发展Chinese Power:Reform and Development in China's Electricity Industry

摘要(Abstract):
最近几年,中国石油与天然气的增长引起了广泛的注意,而消耗资源相对更多的电力生产却被忽视了。发电行业最近几年进行了大规模的改革,这是研究中国能源决策很有用的案例。中国的电力发展在很多方面都是成功的,这说明正式的分权、自上而下的公司结构以及事实上的放松市场进入的管制可以迅速增加产出,同时减缓燃料多样化的进程。该行业在增长的同时也面临一些问题:扩张的同时忽视了急需的产权改革,环保执行力度不强以及中央管制机构对公司监管的缺失。文章包括三个方面:(1)在国家层面,中国的能源治理是分散的并且缺乏连贯性,决策事实上在地方层面做出;(2)在行业层面,容量迅速增长,同时产权非常多样化;(3)在公司层面,传统的电力公司与核能企业、非传统的资源企业以及上游资源企业的混合公司形态出现。
