摘要(Abstract)：

地方政府的创新行为往往意味着对现有制度规范的突破，存在一定的创新风险。如何进行有效的风险规避成为地方政府进行创新时的重要关注点。近年来，地方政府走进网络直播间助农卖货的现象屡见不鲜，一些地方政府采取了一系列的风险规避措施，为这一兼具收益和风险的创新探索形式保驾护航。本文以Z县官员直播为例，考察地方政府是如何有效进行风险防范与化解的。研究发现，除了科层内部纵向的风险规避机制外，还存在以地方政府为统筹中心的政社企合作推进的共同避险，这为地方政府规避创新风险的行为提供了横向的解释逻辑。基于此，本文提出构建创新安全网的概念框架，来对纵向与横向上的风险规避行为进行整合性描述和解释。创新安全网是创新过程中以地方政府为中心、联合多元主体共同构成的行动者网络，该行动者网络建立在共同利益目标的基础上，并通过目标诉求互联机制、资源整合机制、自我约束机制的运作，最终实现联合避险的目标。
