摘要(Abstract)：

国家动员在中国志愿服务的发展中起到了重要的推动作用。本文使用国家统计数据和中国综合社会调查(CGSS)2012年数据,采用多层线性模型,考察了国家动员对于公民志愿服务行为的影响。实证结果发现:省级志愿服务政策的出台对公民志愿服务时长具有显著的正向影响;党员身份和体制内工作单位性质对于公民志愿服务参与时长同样具有显著的正向影响;加入了政策的调节作用之后,政策对于党员身份、工作单位性质与公民志愿服务参与的关系并不具有调节作用,即政策并没有促进党员群体和体制内公民的参与积极性,但党员身份的影响依然显著。研究表明,国家动员通过政策的规范管理和广泛宣传能够扩大志愿动员的广度,通过以党员身份和体制内工作单位为纽带的嵌入式动员提升动员的强度。因此认为,志愿服务的未来发展不仅需要来自政策体系的进一步完善,还应该重视中共党员身份对于志愿服务的价值引领作用。但需要指出的是,志愿服务中的国家动员同样要以尊重个体自主志愿热情为底线,处理好动员的力度和场域。
