技术创新与地方治理改革:对三个案例的分析Technological Innovations and Local Governance:An Analysis of Three Cases

摘要(Abstract):
本文在梳理了治理改革与技术创新的一般理论的基础上,提出了分析地方治理改革中技术创新的基本框架。然后通过对三个案例:秘密划票间、"廉政账户"、"政府上网"工程的分析,检验了这个框架。案例分析表明,政府对技术使用的资源支持能力和上级权威的认同在三个案例中起到了关键作用。在中国的地方治理改革中,地方需要获得更大创新空间。更重要的是,技术创新始终是实现制度变革的一个手段,建立良好的制度才是地方治理改革的根本目的。
