官僚体系与协商网络：中国政策过程的理论建构和案例研究The Bureaucratic System and Negotiation Network:A Theoretical Framework and Case Study of China’s Policy Process

摘要(Abstract)：
通过对中国1980—2000年间集成电路产业政策的案例研究,剖析政策制定过程的政策舞台、政策参与者和达成共识的模式,提出"制度—社会"双层政策过程理论,指出政策同时在制度化层面上的官僚体系和社会化层面上的协商网络两个层次上制定,两个层次的相互作用导致政策过程的渐进和突变。
