摘要(Abstract)：

本文基于变革性理论研究路径对中国中央层面的机构改革过程进行了研究。研究表明,驱动改革的通常是政治领导以及周期性的政治事件。改革进程反映出文化上的路径依赖现象,也包括文化对改革的内在抵制。与西方的改革经验相比,中国改革具有一些独特特征,如党的领导、传统文化以及复杂性等。同时,中国又从西方借鉴了一些结构性和文化性的解决方案,并使其适应中国特色。中国的改革进程用层叠的方式体现出了"新公共管理"和"后新公共管理"的混合特征。
