摘要(Abstract)：

新冠肺炎疫情蔓延全球超过两年，对各国的经济和民生造成巨大冲击，客观上也为政策科学研究者观察特大型危机事件对政策变迁的影响创造了有如自然实验般的研究场景。公共政策是否变迁，因何变迁，如何变迁?这些一直都是主流政策科学理论致力于回答的重要理论问题。本文精选2022年在国际著名学术期刊Policy and Society:An Interdisciplinary Journal of Policy Research(简称Policy and Society)发表的几篇重要学术论文，结合自身的理论思考，总结近两年来国际政策科学学术界许多学者试图回答的重要问题：这场新冠肺炎危机作为史无前例的外生性冲击是否促进了政策变革?近两年涌现出的一系列政策科学研究发现，这场危机虽然尚未带来既有公共政策的范式性变革，但确实发挥了“政策加速器”的强大功能，使很多疫情之前的重要改革得以扫清障碍，伴随滚雪球效应，未来可能出现深远的政策变革。本文还对2020—2022年春国际主流公共政策与公共管理学术期刊的新冠肺炎疫情相关研究做了文献概括与趋势解读，并向广大读者推介三位欧美学者对路径依赖理论与危机事件研究的新成果。
