考虑个体非理性的公共政策——评《2015年世界发展报告:思维、社会与行为》Public Policy in Light of Individual Irrationality:Review of the World Development Report 2015:Mind,Society,and Behavior

摘要(Abstract)：
好的公共政策必须基于人的行为特点。2015年世界发展报告总结了人的三种决策思维模式:自动化思维,社会性思维和心智模型思维。三种非理性思维模式带来了"个体失灵",使原有基于"理性人"假说的公共政策面临新的挑战。行为科学的应用能够很好改良现有的公共政策。部分国家和地区不仅在行为公共政策取得了很好的效果,而且已经将这类政策应用制度化。我国也应尽快在公共政策中应用行为科学,促进人们获得更大的福利。
