变动社会治理中的组织生成与分化变迁——以A市的工作专班为例Organizational Generation and Change in the Governance of a Changing Society:A Case Study of Special Work Teams in City A

摘要(Abstract):
工作专班是近年来地方治理中一种广为复制的新型临时性组织形式。已有研究倾向于认为专班是议事协调机构的一种,并开始分析专班内部的运行机制,但专班与其他议事协调机构的差异和专班内部的类型划分还有待探讨;另外,还应该从宏观视角来理解专班这类组织产生的逻辑。本研究发现,工作专班与其他类型的议事协调机构在制度根源、基本特征和正当性来源上存在共性,在组织的功能、结构、成员确定、绩效考核机制及变迁状况等方面表现出明显差异。工作专班的产生弥补了议事协调机构“议而不决”“议而不行”的缺陷。基于对A市所有工作专班的实地调查,地方政府设立工作专班的原因既有外部压力驱动,也源于地方内部需求。工作专班产生后,出现了类型的分化,不同亚类型在人力财力资源调配、职责分配和绩效考核评估等环节的运行机制各不相同。此外,工作专班的存续方向也呈现出不同形式,分别对应不同的组织变迁逻辑。工作专班的产生和发展是地方政府灵活应对治理环境和治理任务的体现。
