包容型领导风格对县乡基层干部主动变革行为的影响研究How Inclusive Leadership Can Spark a Drive for Proactive Change: Evidence from County and Township Grassroots Cadres

摘要(Abstract):
县乡基层干部是政策落实与基层变革的桥梁,能够有效推动社会治理创新,提升公共服务水平。本研究基于资源保存理论,探讨包容型领导推动县乡干部主动变革行为的内在机制和边界条件。本研究以上海市A区的县乡干部为研究对象,基于212份有效问卷构建了一个有调节的中介模型,数据分析结果表明:包容型领导对县乡干部主动变革行为具有正向影响,差错管理氛围在其中发挥中介作用;包容型领导对差错管理氛围的正向影响受到上级变革期望的负向调节,差错管理氛围对主动变革行为的正向影响受到风险规避的正向调节。研究为当前培养政府部门领导干部提供有益启示。
